Food aids are distributed by the EU as it does for other forms of urgent humanitarian aids, depending on immediate needs. The list of the countries that can benefit from such aids is drawn up by the EU Commission through a detailed and permanent monitoring of each region. The 17 countries under observation, where people are suffering from starvation, include: Sudan, Chad, Somalia, Kenya, Ethiopia, Uganda, Congo, Tanzania, Burundi, the Sahel regions, Liberia, Zimbabwe, Nepal, Sri Lanka, Colombia and the Palestinian territories of Cis-Jordan and the Gaza Strip. The recipients include groups of refugees, camps for migrants, families who have gone back to their countries after having been sent away for military reasons or due to floods or famine. "Priority will be given in any case explains the EU Commission in a note to children and young mothers". Physically such aids are brought by the NGOs that work in each country and by the International Red Cross in agreement with the UN actions and under the direct supervision of the EU offices.
