In the six-month programme of the Spanish chairmanship of the Council of Europe, there is the commitment to ensure the effectiveness of the European Court of Human Rights of Strasbourg and the implementation of its judgments. Many are the points highlighted by the Spanish Minister for Foreign Affaires Moratinos, who promised initiatives on "the phenomenon of migration, human trafficking, the management of multiethnic and culturally diverse societies," children’s health in the framework of the strategy ‘Building a Europe for and with Children’, and the situation of Roma minorities. As for external relations, the actual presidency will intensify its "co-operation with the European Union" and with the OSCE.
