During the works of the plenary assembly, ending in Fatima today, the Portuguese bishops (CEP) approved two documents: "Full Priority to Children" and "School in Portugal". The secretary general of CEP, Father Manuel Morujão, stated that "the Pastoral Note on children points out the crucial role played by this evolutive age, and invites everyone to pay special attention to orphan, ill-treated and disabled children: CEP encourage every parish to set up a group of social action taking care of them". "On the other hand, the document does not deal with adoption, because such problem would require a more specific and thorough consideration"; however, he stated that "it should not be regarded as a right of the adults, but a service to a child in need of help". As for school, Father Manuel Morujão explained that "the document intends to show that it is not enough to convey merely technical expertise; on the other hand, school education should supply a vision of life, and it should follow a global project meant to root precise and important values". As for the celebration of the Pauline Year in Fatima (25th January 2009), the secretary general of CEP announced that a Syrian bishop would preside over it: "Damascus is the city in which he converted, and the offertory of that day will be devoted to the Church of Syria".
