As to cannabis, the Oedt report claims that adult Europeans who have used it "at least once in their lifetime" amount to about 71 million, while 23 million people (i.e. 7% of EU citizens aged 15 to 64), "have used it this last year, thus confirming it is the most commonly-used illegal substance". However, the Agency points out that such substance is now "less popular", having been "replaced" by other drugs, first and foremost cocaine. On the other hand, Oedt warns: "It has been estimated that about 17.5 million young people have used cannabis this last year". Wolfgang Götz, director of the Agency, comments that data differ a lot from one country to the next, but he adds that "about 4 million adult Europeans use cannabis every day or nearly every day". "The supply of drugs from outside the EU or available in the EU is evolving", explains Götz, "creating market innovations that are sorely trying the control and health strategies". One of such "innovations" is "the greater weight of the internal production of European cannabis", "the increased number of cases of diversion of synthetic opiates and illegal production", "an ever-growing online market that promotes legal freak-out".
