"However inadequate, the rule of Law is a key tool for the protection of human dignity. People’s rights are not merely a collection of legal regulations but are fundamental values". This was said by mgr. Celestino Migliore, Permanent Observer of the Holy See to the UN, in his speech in New York on October 14th, which has been revealed today, at the 63rd Session of the UN general Assembly (Sixth Commission) on point 79, "The rule of Law on a national and international level". This principle, he stated, "commits the states to protect their populations from genocides, war crimes, ethnic cleansing and crimes against humanity", but at the same time "it enables the international community to take action when a state is unable or does not want to take such responsibility". However, such form of action "must not be regarded just as measures taken by the Security Council or as a use of duress" but also as "the international community cooperating in the area of the legal knowledge on protection. The building of national legal facilities will help the states establish mechanisms that promote justice and peace". Speaking of the current economic crisis, mgr. Migliore pointed out that "a powerful constitutional state might help promote a fair, lasting economic development".
