The summit of the twenty-seven heads of state and government is closing in Brussels with a few decisions taken jointly and some questions postponed to December, including the future of the Treaty of Lisbon. The Conclusion draft made known by the current French presidency includes the approval of the so-called "anti-crisis unit": "The European Council points out the need to strengthen the supervision of the European financial sector". This instrument should be used in case of "necessity for a common reaction" to the instability of economic and financial markets. On the other hand, as for the environment and climate, the presidency thought to include an excerpt in the Conclusions, which would eliminate the perplexities expressed by some member states such as Italy and Poland. The European Union actually intends "to respect the ambitious commitments taken in relation to the climate" (the so-called 20-20-20 package), but such strategy should "take into account the cost-benefit ratio rigorously, for all the sectors of the EU economy and for all member States".
