EUROPE: NEXT WEEK IN STRASBOURG, PARLIAMENT TO DEAL WITH LONG-TERM BUDGET AND DISCUSS THE RELAUNCH OF THE CONSTITUTION (2)

The report that will be submitted to the floor in Strasbourg next week has been drawn up by Andrew Duff, English MP, and Johannes Voggenhuber, Austrian MP; the report concerns the relaunch of the EU Constitution which was voted against by the French and Dutch voters in 2005. The European Parliament will review a document, which asks the member States "to organise a large number of public meetings and debates on the mass media about the future of Europe, on a national, regional and local scale". They would like to add to the citizens’ Forum also some Parliamentary Forums, in which to discuss the basic issues of European integration: "What is integration for? What role should Europe play on a global scale? In the light of the globalisation process, what is the future of the European social and economical model? How can the EU boundaries be defined?" The discussion should involve "the unions and the civil organisations", while the political parties are asked to attach more importance to the European dimension in their internal debates and in the election campaigns. According to the report, this process should start by next spring and end in 2007, then the institutions should decide what political measures should be taken to enforce the Constitution "by 2009". One of the most outstanding points on the agenda of the plenary meeting is the debate between the MPs and the Austrian Chancellor Volfgang Schüssel, who is to present the program of the Austrian chairmanship for the next six months.
