"An epoch-making decision", these are the words used today by the UN Secretary General, Kofi Annan, to define the establishment of the Council for Human Rights by the general assembly gathered in Brussels. It is "an organisation that all the world’s leaders had decided to create during last September’s summit. This decision offers the United National the badly-wanted opportunity to kick-start its work for human rights all over the world". "This decision stated Annan lays firm foundations, which now those who are really committed to human rights must build on. I am sure they will manage to build a framework, in which all the governments of the world will be able to work together to promote human rights more effectively than before". According to the UN Secretary, it is "just one first step along the process of change".
