EUROPE: GREEN BOOK ON ENERGY; BARROSO (EU COMMISSION), A JOINT ACTION FOR TODAY’S CHALLENGES

” “Six priority sectors, about twenty effective actions: this is the proposal of the European Commission contained in the Green Book on energy policies that has been presented in Brussels today and which has now been submitted to the EU Council and Parliament. "The energy challenges of the twenty-first century – explained the President of the Executive Committee, Josè Manuel Durao Barroso – need a joint European action. The EU is essential to supply durable, competitive and safe energy to the European citizens. A joint approach, said in one voice, will enable Europe to play a key role in the search for solutions to the energy problem". The Green Book is a tool for inter-institutional discussion, open to the citizens. "The completion of the domestic market – added the commissioner ad hoc, Andris Piebalgs -, the fight against climate changes and the safety of the energy sources are shared challenges that need shared solutions". Six are therefore the areas of action pointed out by the Commission: completion of the domestic energy market; safety of supplies, "according to the principle of solidarity among the member states"; a durable, effective and diversified energy "mix" "inclusive of renewable sources" (nuclear energy is mentioned as well); "accomplishment of measures against climate heating" (energy saving and effectiveness); investments in more modern technology; the need for "a joint foreign energy policy".” “
