"The international law was clarified and the world order was strengthened". Those were the main results of the work by the International Court of Justice. Today, they were recalled by Kofi Annan, Secretary General of the United Nations, through a message during the 60th Anniversary of the International Court of Justice in The Hague. "The work of the Court wrote Annan – helped in guaranteeing the progress" of the world. "Its judgements interpreted and implemented international law, while its advices clarified important questions, a few of which were politically delicate". "Today, more than ever – said Annan, – the member States of the United Nations address the Court not only for settling disputes concerning territorial or maritime borders, or to protest against treaty breaches, but also for questions linked with genocide or abuse of force. As a consequence, the Court has never been so effective and productive". "I would like to encourage all those States which haven’t done it, yet concluded the Secretary General of UNO, – to take into account the acknowledgement of the compulsory jurisdiction of the Court". I invite the States which are not ready to acknowledge the compulsory jurisdiction of the Court, yet, to take into consideration the opportunity of submitting their controversies to the judgement of the Court through Special agreements".
