"Today, we unveil a double-track policy: on one side, we pledge ourselves to outlining the EU institutional framework, including the basic point of the Constitution; on the other side, we overcome the pause for reflection and enter the phase of plans and factual results". According to the Austrian Chancellor, Wolfgang Schüssel, the European Union "resumes its journey", keeping an eye on political and institutional issues and one on its citizens, "on their daily needs, the concern expressed by the public opinion about the future of Europe". As he drew a balance of the summit that took place yesterday and today in Brussels, the EU President (who will leave his office on June 30th to be replaced by Finland) lists "the subjects addressed in the morning on which we have fully agreed": they include "security (Schengen, visa policy, asylum, migration and integration, fight against crime)"; "the response to crises and disasters"; the fight against rare diseases; "the coordination of external actions with better cooperation between the EU Council, the EU Commission and the High Representative".
