EUROPE: WORKS AT THE EU SUMMIT GO ON. CONSTITUTION, EU ACCESSION AND MIGRATION HIGH ON THE AGENDA

Works have been resumed this morning at the summit of the heads of state and government of the EU member states: the political leaders are busy defining the final document about the re-launch of the Constitution as well as future accession, energy policies, the "external dimension", migration. The files to be discussed include the accession of Romania and Bulgaria (due "by 2008") and Slovenia’s entry in the euro-zone on January 1st 2007 (Lithuania will take longer). At the press conference last night, the Austrian Chancellor Wolfgang Schüssel, president on duty of the EU Council, repeated what he had mentioned during the day: "The pause for reflection has come to an end, now it’s time for us to we move on to making plans and delivering concrete results". In fact, as to the Constitutional Treaty, the EU will be waiting until the end of 2008, that is, just before the election for the EU Parliament due in June 2009. (to be continued)
