“The results of the referendum of last Sunday in Catalonia proved that in a democratic state problems relating to regional independence can be solved by talking with the central authorities and the populations concerned”. With these words, Yavuz Mildon, president of the Chamber of Regions at the Council of Europe, greeted the reform of the independent statute in Catalonia. “The solution to the aspirations to independence that has been achieved in Catalonia in an entirely peaceful way and without questioning the sovereignty of the State and its territorial integrity he concluded must be an example to settle similar situations, especially the so-called ‘frozen conflicts'”.
