The Seventh research outline programme for 2007/2013 and the preparation of the meeting of the EU Heads of States and Prime Ministers (Brussels – June 15-16) will be discussed in the plenary session of the European Parliament, which is taking place in Strasbourg next week, from Monday to Thursday. Through debate in the room and vote, the Members of the European Parliament will be asked their opinions about the financing community programme relating to the research sector. The aggregate allocation for the next seven years equals 51 million euros. The prevailing intention seems to encourage cooperation between European enterprises and universities. In the report bearing the signature of Polish Member of Parliament Jerzy Buzek, it is also written that a few activities cannot be financed: "the research activities meant for human cloning; the activities meant to produce modifications inheritable by the human genome; or the creation of human embryos for the sole scope of stem cell supply", also by means of transferring nuclei of soma cells. The research on the use of human stem cells can be financed within the outline programme, "depending on both the contents of the scientific proposal and the legal framework of the Member State/Member States in question". The Parliament will then discuss about the next EU summit, focussing on the subject: "Europe hears, Europe at work. A plan for the future". The European Parliament is trying to put citizens, their real expectations and concrete interests at the centre of the integration process.
