Among the measures included in the report approved by the European Parliament in Strasbourg, some of them are considered to be "more effective": first of all, the "harmonization of road signs in all the community countries"; therefore, no overtaking for trucks weighing over twelve tons; "higher fines for traffic rule trespassers"; the development of new technologies for safety; finally, the compulsory "zero alcohol rate for the newly licensed". On the other hand, it is difficult to harmonize speed limits starting from the current different situations in different States. The MPs think it is also necessary to "concentrate on a series of policies aiming at carrying out the most effective legislation" (safety belts; traffic rule respect), at improving the rules for driving fitness (driving licences, drivers’ behaviour, respect of pedestrians), at "improving infrastructures (quality of the road and motorway networks; road signs), and at improving vehicles (periodical controls; models)".
