Celestino Migliore, permanent observer of the Holy See to the UN, as he spoke at the 62nd session of the General Assembly of the United Nations in New York. To achieve this goal, says the Vatican delegate, "we must acknowledge the special needs" of the countries that come out of a conflict, so as to help them "as they lay the foundations for sustainable peace". In particular, the Holy See "warmly" welcomes the establishment of the Peace-building Commission, as a "response to the need for more consistency and coordination in the international peace-building efforts in post-conflict situations". The "success" of such Commission, according to mgr. Migliore, "will be measured on the field", in "such key countries" as Burundi and Sierra Leone; provided, however, it is not viewed as "an overtone", but as a means to "bring added value into the general efforts for helping post-conflict countries and societies successfully overcome the difficult transition from war to sustainable peace and development".
