The meeting of the heads of state and government in Lisbon addressed not only the problem of the definition of the future Reform Treaty. The summit also discussed economic globalisation and the measures the EU must take to cope with it; the instability of the financial markets; the progress of the Lisbon Strategy; energy and international trading rules. Both the official session and the bilateral meetings spoke at length of the preparation of the next meeting between the European Union and Africa, which had not been held for six years, the relations with Russia and China, the request for a "made-in" brand, according to which all commodities entering Europe should state the country of origin in order to protect the consumers and manufacturers of the member states. The British Prime Minister Brown, at the end of the meeting, explained that the new priorities of the EU, including globalisation, will be established in December, while "we should not speak" of institutional reforms "ever again until at least 2017". Then, since the summit established that in future the distribution of the seats at the European Parliament will be based on the population of each country, Angela Merkel quipped: "Now, we shall see who gives birth to most children".
