In commenting the yearly report on the spreading of drugs within the EU, the deputy president of the EU Commission, Frattini, adds: "The high rate of deaths related to the use of drugs and the worrying increase in the use of cocaine in some member states, however, highlight the need of ongoing cooperation across the EU, in order to fight those offenders who run the large-scale drugs manufacture, trade and sales". According to the document published by the European Monitoring Centre for Drugs and Drug Addictions, "the rising trend in the use of cocaine has also been confirmed by the record-breaking number of drugs seizures: 107 tons, i.e. 45% more than the amount of cocaine seized in 2003". In a note from the EU Commission, enclosed with the EMCDDA report: "The phenomenon of drugs is one of the main concerns for Europeans and endangers the security and health of our society". To tackle this situation, "the 2005-2008 EU action plan against drugs includes over 80 measures, from the reduction of demand and supply, to the fight against illegal trade, plus a number of worldwide measures".
