A rearrangement to increase the effectiveness of the disarmament and peacekeeping work of the United Nations. It was proposed by the UN Secretary general, Ban Ki-Moon, who on 5th February submitted to the member states some proposals to increase the effectiveness of the disarmament and peacekeeping work carried out by the UN. According to the spokesperson, Michele Montas, during a closed-door meeting of the UN General Assembly, Ban Ki-moon highlighted the need of a rearrangement to upgrade the work of the United Nations in these two key areas. "The Secretary General proposed a new field assistance department that may help field operations in a more effective, consistent and responsible manner, as well as being one further point of reference in terms of responsibility”, said the spokesperson. He also drew attention to the need of a determined, permanent leadership that must be able to provide guidance on disarmament, and proposed that the Disarmament Department should be redefined as a department "directly reporting to the Secretary General so as to provide more frequent connections between them”.
