EUROPE: DAVIS (COE): "TERRORISTS ARE NOT BORN, THEY ARE MADE"

"Terrorists are not born, they are made". Terry Davis, secretary general of the Council of Europe, explained the meaning of the conference named "Why Terrorism?" promoted by the international organization at the headquarters in Strasbourg on 25 and 26 April. "It is necessary to understand the deep reasons for organized violence – said Davis, – to be able to confront it in an effective way". Numerous experts took part in the first day. They tackled the questions linked with poverty, ignorance, tensions among the States in several regions of the Earth. There were also lots of considerations about the positive roles played by interreligious dialogue, education and culture, social justice pursuit, information supplied by mass media. Three work sessions are taking place today, entitled as follows: "Conciliating integration and respect for diversity"; "Foreign policy, democracy, responsible governance"; and "Why terrorism?". Among the present politicians of the 46 Member States of the COE, there are experts on juridical and social matters, experts in development cooperation, and representatives of UNO, UNESCO, European Union, and Europol. The conclusion of the works will be entrusted to Marja Letho, president of the Committee of experts on terrorism of the Council of Europe.
