The EU will be represented by Barroso himself and Angela Merkel, the current president of EU Council. The meeting was called "difficult" in Brussels. It was preceded by several polemics, and by the opposition of Poland, Latvia and Estonia to the establishment of a "strategic partnership" with Russia.
