The Spanish Bishops criticise the Royal Decree dated June 1st 2007, which regulates the employment contracts of the teachers of religion, because it does not meet the "Agreement on teaching between the Spanish State and the Holy See", that "for Catholics concretely translates into this sphere the right of religious freedom, which is generally recognised by the Spanish Constitution". "We cannot rule out state the Spanish Bishops that we might have to take legal steps, so that the applicable legal regulations that protect everyone’s rights will be respected". Another problem addressed by the Bishops, gathered in the permanent Bishops Council, is that of the new compulsory subject, Education to citizenship, the goal of which is to educate the students’ moral conscience. According to the Bishops, this is "a major breach of the inalienable right of parents and schools, in mutual cooperation, to choose the moral education they prefer for their children". With the introduction of the subject of Education to citizenship, as described in the Royal Decrees, report the Spanish Bishops, "the State appropriates the role of moral educator, which does not belong to a democratic constitutional state".
