” “Preserving "all basic principles of the European Union as contained in Part I of the Constitutional Treaty"; "completing the ratification of the new treaty by 2008 so that the next Parliament", to be elected in 2009, "will start working according to the provisions of the new Treaty". With a report drawn up by the Spanish MEP Enrique Baròn Crespo and his German collaegue Elmar Brok, the EU Assembly, which will gather again in Brussels on 6th and 7th June, asserts again its support of the Constitution. The document, which tomorrow will be submitted to the floor, champions the process outlined by the president on duty, Angela Merkel, for a roadmap to be defined during the EU Council of 21st and 22nd June, and then the Inter-Governmental Conference to be held in the second half of the year. The report "draws attention to the political responsibility of the member states that signed but did not ratify" the Constitution and states that "everything must be done to avoid creating a two-speed Europe". Other items on the agenda include, on Thursday, a joint discussion with the EU Council and EU Commission on the late June’s summit.” “
