SIR EUROPA: STEINMEIER (EU COUNCIL), "CONSTITUTION, NEGOTIATIONS UNDER WAY"

"The need to find a solution that will satisfy everyone is perfectly clear to us. It could be the last chance for the EU": Frank-Walter Steinmeier, German Minister of Foreign Affairs, spoke this morning at the EU Parliament gathered in Brussels, during the debate about the EU Summit of 21st and 22nd June. The leader of Berlin’s diplomacy recalled that "intensive negotiations are under way" on the Constitution as well as on the other priorities of the summit: climate change, the European security and justice space, international relations. In particular, as to the fundamental Treaty and the roadmap for its approval, Steinmeier explained he cannot disclose "the positions taken during the bilateral meetings with the member states, not to affect the results of the discussions. We have two more weeks before the summit, and we intend to make the most of them to reach the best possible agreement". A debate about the Constitution had been held yesterday at Parliament, when several issues were suggested, such as the mandate to be given to the inter-governmental conference that will amend the text of the 2004 Treaty, the extension of majority voting, the role of the national parliaments and the fate of the Charter of Fundamental Rights. The report will be voted today.
