RUSSIAN FEDERATION: A PARENTLESS OR OUT-OF-FAMILY CHILDREN DATABASE

The government of the Russian Federation is preparing a unique database with the data of the parentless or "out-of-family" children housed in guardian families: it was announced by the director of the Education Department of the Ministry of Education and Science, Alina Levitskaya. Children information and the information on their living conditions shall be stored in an electronic database of the municipal bodies for children protection. This method will point out all the problems faced by children, and there will be the opportunity to check the work of regional bodies. By means of this new instrument, local institutions intend to check the living conditions and the education which children within guardian families receive. The database will not be meant to control guardian parents directly, and will not be meant to give them orders. On the other hand, it will foster the storage of information owned by the guardianship and care bodies on all levels. On the basis of the most recent statistics, there are 800 thousand orphans in the country, 20% of whom are biologic orphans and the rest are social orphans, or minors left without parental guardianship.
