Mgr Tomasi identified "climate changes", which are provoking food and water shortage, environmental degradation as well as an increasing number of natural disasters, and conflicts as the two principal factors to be held accountable for an "intensification of the forced migration" of millions of people and stated the necessity to provide "political responses, immediate assistance and technical skills." In particular, "a clear ethic dimension must find its place at the core of the debate on the protection of refugees," he said. The instruments of protections are different. Besides the Geneva Convention of 1951, the Vatican delegate referred to some recent documents concerning "new groups in need of protection: stateless people, people who are coming back and internal refugees" and stated the urgency of "adapting legal instrument to the evolution of this phenomenon." Nevertheless, "even if legal instruments are necessary, the culture of solidarity and the eradication of the causes of forced migration must be the basis of this protection system."
