Fines and incentives to help illegal work become legal; promoting healthy, "moderate" lifestyles to protect health; reducing water leaks and waste, partly by means of EU-funded measures. The European Parliament voted on a number of reports that deal with daily problems, such as a report by the German MEP Gabriele Zimmer, asking the member states for "a guaranteed minimum income supported by a number of measures" to guarantee "social inclusion". The report, passed with 540 votes for, 57 votes against and 32 abstentions, supports "the approach of the EU Commission for an active social inclusion, considering that the general purpose of such policies must be to fulfil the fundamental rights" so as to "enable people to live in a dignified way". The report points out that "inclusion policies must have a decisive impact on the eradication of poverty", for employed people, defined as the "poor workers", as well as "for people who do not have a paid job". In addition, the report asks for "social security systems that will drive people to look for new job opportunities" and reducing tax pressure on the middle classes.
