There was no agreement among the most important political groups in Strasbourg, ad the EU parliament rejected the report by the Belgian MEP Gérard Deprez on the "global strategy for terrorism fighting". The text arriving in the Hemicycle originated from the consideration that terrorism is "the main threat to the security of the citizens of the Union", stating that, in Europe, "international terrorism organizations are actively operating and trying to expand by recruiting new people which they would choose among the citizens" of the 27 member States. MEPs thus approved by majority a series of amendments supported by Socialists, Liberal Democrats and the Left, which wanted to punish "terrorism propaganda" and "glorification", though in "full respect of freedom of expression". Moreover, the amended report asked for "measures to encourage dialogue and social integration of migrants".
