With Safer Internet, "the EU Commission aims at creating a safer online environment for our children, encouraging self-regulation schemes and raising public awareness", explained Barroso. "In case of illegal contents, the public authorities will be in a position to tale quick, powerful countermeasures by strengthening the reporting systems". This plan consists of four major measures. First and foremost, it intends to "reduce illegal contents and fight harmful online behaviours", so national contacts will be created to report problems, especially about "child pornographic materials and the psychological manipulation of children for sexual purposes". Then, Safer Internet will support "self-regulation schemes". Thirdly, the plan would like to "raise public awareness by informing children, parents and teachers", promoting "the multiplying effect by exchanging good practices". Finally, one of the purposes of the plan is to develop a proper knowledge base "by bringing together research workers dealing with online children’s safety all over Europe".
