EU SUMMIT: SOLANA, "FROM CLIMATE CHANGE NEW THREATS FOR THE INTERNATIONAL SCENARIO"

"We must prevent the consequences of climate change becoming new factors of instability in so many regions of the world", from the poorest ones, to begin with. José Manuel Barroso summarises the intentions of the document named "Climate change and international security", submitted to the EU Council, which will be the work tool for the 27 member states in this sphere. The document has been submitted to the heads of state and government of the Union by Javier Solana, High Representative for Foreign Policy. "Climate change can be considered a multiplier of threats, which aggravates the existing tensions and instability – explained Solana -. The key challenge lies in the fact they risk overwhelming states and regions that are already weak and exposed to conflicts". In addition, it is "important to recognise that thee risks are not just humanitarian but they also include political risks and risks for security, which directly affect the European interests". According to Solana, the EU "is in a unique position to respond to the impact of climate change on international security, because of its leading role in development, its global climate policy and the wide range of means it has at its disposal".
