The Commission report about the Web in Europe also includes a few problems which will have to be faced in the future. First of all, it will be necessary to increase research in the sector of information technologies. As a matter of fact, "even though the information and communication technology research activities are intense (with higher levels in the United States, Sweden, Finland and Denmark), they are really limited in several countries, including Slovakia, Latvia and Poland. Secondly, it is pointed out that "40% of Europeans never use the Internet: percentages range from 69% in Romania and 65% in Bulgaria to 13% in Denmark and the Low Countries". And more: while in some countries such as Austria, Czech Republic, Malta and Portugal, "100% of basic public services for enterprises are entirely available on the Internet, on the other hand, in other countries the percentage is much lower: 15% in Bulgaria, 25% in Poland, and 30% in Latvia". For this reason, in May, "the Commission is launching a series of wide-ranging projects to support Pan-European public services, such as cross-border services, identification services and electronic signature services".
