"Proactive support" to the initiatives launched by the International Committee of the Red Cross in the area of humanitarian rights, so that human rights are respected in all countries. The appeal was made by the Parliamentary Assembly of the Council of Europe (PACE) gathered in Strasbourg for its plenary session.
