The approach of the EU anti-drugs strategy is "targeted to reducing the demand and supply of drugs". The policy outlined by the EU Executive pursues five "main priorities": reducing the demand for drugs and raising public awareness; mobilising the European citizens; reducing the demand for drugs; improving international cooperation; promoting a better understanding of the drugs phenomenon. "Proposed policies include measures for improving the quality, availability and coverage of treatments and damage-reducing programmes for drugs users and the launch of intelligence-based customs and police actions to fight crime groups working on a large scale", both in the EU and along the drugs dealing routes, from Afghanistan to Latin America.
