The approach of the EU anti-drugs strategy is "targeted to reducing the demand and supply of drugs". The policy outlined by the EU Executive pursues five "main priorities": reducing the demand for drugs and raising public awareness; mobilising the European citizens; reducing the demand for drugs; improving international cooperation; promoting a better understanding of the drugs phenomenon. "Proposed policies include measures for improving the quality, availability and coverage of treatments and damage-reducing programmes for drugs users and the launch of intelligence-based customs and police actions to fight crime groups working on a large scale", both in the EU and along the drugs dealing routes, from Afghanistan to Latin America. The policy will be submitted to the Council of the 27 member states and should be adopted by the end of the year. ” “
