In this period, all the meetings of the European parliament are hosted at the seat in Brussels, since the official Strasbourg headquarters are unfit for use owing to works of extraordinary maintenance. For this reason, the plenary assembly of the next week (22nd to 25th September) is taking place in the Belgian capital, not in the French city. Among the items in agenda, there are several economic themes (Telecom block, digital dividend, maritime block), as well as a debate on the world financial crisis. Apart from MEPs, the representatives of the Commission and of the EU Council are taking part in it. The auditorium will examine a directive intending to secure the pluralism of media: among other things, the report to be examined by the Assembly provides for the drawing up of a "chart for media freedom" and editorial statutes "against the interference of shareholders or governments". Moreover, another report is devoted to the promotion of students’ mobility, "assuring students fair access to scholarships" and "supplying additional financial support" to the young who are mostly in need of them. A few operational proposals concern loans with no interests and higher cooperation between schools and the private sector.
